On May 28, 1991 God awoke me with a Word: “Study the laws of devotion.” I did so that morning and learned that anything “devoted” to God was His and could not be reclaimed by man or be redeemed by the previous owner. I did take note, however, that in Micah 7:2 the Hebrew word haram is translated “net,” whereas it is usually translated “devotion.” It has a double meaning:
1 Woe is me! For I am like the fruit pickers and the grape gatherers. There is not a cluster of grapes to eat, or a first-ripe fig which I crave. 2 The godly person has perished from the land, and there is no upright person among men. All of them lie in wait for bloodshed; each of them hunts the other with a NET [haram].
I was not given understanding of this, so I stopped the study. I was scheduled to drive to Batesville for a meeting that evening, so around noon I started my 2-hour journey. As I came near the town of Jonesboro, the Lord said, “Stop at Shoney’s [restaurant]; I want to show you something.”
After ordering lunch, I said, “Ok, Father, what’s on your mind?” He then said,
“I am calling you to establish the new Net of Prayer. This is My called-out ones, My devoted ones who shall drag My net of devotion and gather up My people into one body, My Kingdom. These shall bring righteous-ness to the earth and bear witness to My Kingdom wherever they go. United, they shall exercise the power of My authority more than any have done since the beginning. Drag the net over the earth to receive My elect ones. The clean ones shall you gather in; the unclean you shall decide what to do with, for My discernment shall be given you to know.”
At that moment I finally understood what God meant by the Word in July 1986 when He told me, “Call the new Net of Prayer to prayer.” It was the body of Overcomers or Elect, who had been “devoted” or specially dedicated to God. (See Leviticus 27:21, 28, 29.) Jesus referred to devoted ones in John 10:28, 29, saying that no one can pluck them out of His hand.
That evening, May 28, 1991, we met in Batesville to ESTABLISH the new Net of Prayer. We did not yet know what this meant, but we knew that the word of the Lord from 1986 was beginning to come to pass. The five-year delay was ending. Disobedience had given way to obedience. God was finally moving to bring the new Net of Prayer into existence. Yet it would be two more years before my twelve-year training period would end, and for this reason the new Net of Prayer was not activated until 1993.
I spent the next two years (1991-1993) laying foundations for the spiritual warfare that lay ahead. It was also a time of meeting and training people whom God had called into His prayer army. The years that I spent in the NOP and even the many mistakes that we all made in the 1980's would now prove to be useful in training this prayer army. Very few people were experienced in this type of warfare. But God requires only a willing heart and the ability to follow His instructions and learn as we go.
The Prayer Army Activated in 1993
Two years later, on Pentecost Sunday, May 30, 1993, the new Net of Prayer was ACTIVATED. On that day the Pentecostal Age ended after 40 Jubilees of Church history dating back to the day of Pentecost in Acts 2. With the death of the “Saul” Church, his spiritual authority in the Kingdom of God began to be transferred to the Davidic company. This authority was not to be given all at once, but enough was given to conduct the Jubilee Prayer Campaign.
In the biblical pattern, David was made king only over the single tribe of Judah for 7 years and 6 months (2 Samuel 5:3-5). He ruled from the city of Hebron, while Saul's son, Ishbosheth, ruled from Mahanaim (2 Samuel 2:8) over the other tribes for two years. Ishbosheth was then assassinated, and for the next five years Israel had no king at all.
During that time, David made no attempt to conquer the other tribes, even though he knew from Samuel's revelation that God had called him to be king over all the tribes of Israel. Yet he waited for God to work in the hearts of the people and for the appointed time in the plan of God. The lesson here is that it is not enough to know one’s calling. It is not enough to know one’s rights. David had the divine right to rule, but he waited for the Father’s timing and did not attempt to use the military to enforce his right to rule all of the tribes of Israel.
Jesus did the same in the New Testament. Though He had the right to rule, and though He could have called twelve legions of angels (Matthew 26:53) to establish His throne rights, He refrained from doing this. Instead, He appealed His case to His Father in heaven (Luke 19:12).
In David’s case, more than seven years passed before representatives of ALL the tribes of Israel came and crowned David King over ALL Israel. David then immediately conquered the city of Jebus, which was peopled by Canaanites. David then established his new capital there, calling the name of that city by its original name, Salem, which Melchizedek had given to it many centuries earlier. Thus, David ruled in Hebron 7 years and 6 months, and then in Jerusalem (i.e. “City of Salem”) for the next 33 years.
We understood from the beginning that this biblical pattern would be applied to the new Davidic company (the overcomers) after the Pentecostal Age had been completed. That Age ended on Pentecost, May 30, 1993. We then entered a 7½ year transition, where we exercised a certain level of authority that was comparable to David’s rule over a single tribe.
This transition ended on the seventh day of the feast of Tabernacles, October 20, 2000, where the “David” company received its full spiritual authority. Then, as with David, their first act was to conquer “Jerusalem” on November 30, 2000, for this was 7 years and 6 months after “Saul” had died on May 30, 1993.
At the time, we did not know the difference between the transfer of authority from Saul to David and the transfer of authority in 2017 from the beast systems to the saints of the Most High. From 1993-2000 our attention was fully focused on the transfer of authority from Saul to David. Not until September of 2013 was the greater transfer of authority revealed. Going from Saul to David was based on the 40-Jubilee cycle of the Age of Pentecost. But going from the beast systems to the saints of the Most High (Daniel 7:22) involved the whole world and was based on a longer cycle of 2,520 years (plus 100 years).
Huge Political Changes in 1991
As I wrote earlier, after finishing Creation’s Jubilee, I made a trip to California to learn from Lalo Cadona about his revelation of timing. I spent a week with him, taking copious notes, and then returned to Arkansas to do my own research. Within six weeks, I read every book on church history and the chronology of history that I could find in the Arkansas State University library.
Everything I needed fell into my hands, and by the time the New Net of Prayer was established on May 28, 1991, I knew that I had been given all the keys that others had not been given in the past. I was then invited to Tacoma, Washington to speak at a conference. This was the first time I taught on the material which, a year later, was put into my original book, Secrets of Time in Prophecy.
That trip was a door opener, because suddenly many people that I had known in the past learned of my whereabouts. Recall that I had been out of the ministry for ten years. Few of my old friends and acquaintances knew where I was. I had simply disappeared from the public stage. When I reappeared in June of 1991 at Tacoma, Washington, I began to get other speaking invitations, and so for the next three years, I drove about 40,000 miles each summer across the US and Canada.
I began to meet many key like-minded people who were to enrich my life for years to come. Sister Thea invited me to speak at her conference on August 16-18, 1991 in Meadville, PA, where I met the “red heifer” women’s group. I was given five hours to teach from my Secrets of Time chart. That same weekend, the attempted coup against President Gorbachev in the Soviet Union occurred. The coup failed, but it signaled the beginning of the breakup of the Soviet Union.
At the Meadville conference, we were unaware of what was going on in the Soviet Union, but we had the revelation that we had been given a great victory. That Sunday, August 18, the entire group broke out in praise and shouts of victory for a lengthy period of time. The next day we learned the news and knew the cause of our celebration.
On August 24 Gorbachev resigned as General Secretary of the Communist Party. On August 29, the Communist Party was banned from all political activity, its headquarters were locked up, and the party’s assets were frozen. On September 5, the Supreme Soviet was disbanded, fully ending the USSR.
Also, Yugoslavia broke apart, destroying the Communist state and creating independent Baltic states. As a whole, Communism was discredited in the eyes of most of the world, although it remained firmly rooted in places such as China, North Korea, and Cuba.
The world seemed to go into spasms after establishing the new Net of Prayer in May 1991. It was obvious that changes were being made behind the scenes among the power brokers. They had decided that Soviet-style Communism was unsustainable. They needed a new face that could retain totalitarianism without the Communist label and its baggage.
On October 3, 1991 Governor Bill Clinton announced that he was a presidential candidate. I remembered the revelation from 1987 telling me that he would become president, and so I had no doubt that he would win the election in 1992. The time of the beast man was arising.
On October 11, Jimmy Swaggart was stopped by a police officer in California for a traffic violation. He was with a prostitute, and this was quickly reported by the news media, which also reported rumors that he would resign from the ministry. My first reaction was that his resignation would fulfill the requirements that we had seen three years earlier in 1988. God required him to step down from the ministry for two years, but at the time, he stepped down for just two months.
I believe that God gave him a week to make his decision. However, he refused to resign or step down. On October 17, 1991, he announced publicly that he would NOT resign. This was 3 x 414 days after he had gone back into the pulpit on May 22, 1988.
I know little about how God has led him over the years since that time. I do not know if he was able to find his way from Cursed Time to Blessed Time. But his decision was soon to affect America itself, because Jimmy Swaggart carried a certain level of spiritual authority as a prophet to the nation. Hence, his actions would affect the nation for better or for worse, depending on his level of obedience to the will of God.
