Jimmy Swaggart decided to remain in the ministry on October 17, 1991. He justified his decision by saying that the people who were listening to his messages needed to be fed with the word. While I can understand that line of reasoning, it was still unlawful from the standpoint of Matthew 7:2 and the law of equal weights and measures.
Being a prophet to the nations, Swaggart’s decision affected America, because presidents tend to duplicate the decisions of the prophets—for better or worse. In this case, on December 3, 1992, which was 414 days from Swaggart’s decision, the United Nations authorized the U.S. to send troops to Somalia. It was called Operation Hope, and it was led by General Joseph Hoar. Operation Hope was said to be necessary because the Somali people were starving, and so America needed to feed them in a humanitarian effort.
“On December 3rd, U.N. Security Resolution 794 authorized the U.S. led intervention "to use all necessary means to establish a secure environment for humanitarian relief operations in Somalia as soon as possible." The US Army participated in Operation Restore Hope in Somalia from 03 December 1992 to 4 May 1993. On 09 December 1992 the United States Marines came ashore in Mogadishu and quickly established an expeditionary infrastructure to facilitate security and the delivery of food to the starving Somalis.”

This seemed like a reasonable humanitarian operation. We cannot do good things in a sinful way. The famine in Somalia apparently had caused many to starve, so Operation Restore Hope, on its surface, seemed like a good thing to do. But because of its lawless foundations, I believe that there were some hidden, sinister motives that were not revealed to the public.
The timing of the operation shows its connection to Jimmy Swaggart and his violation of biblical law and of Matthew 7:2.
While we often complain about the unrighteousness of government, we seldom understand that in the end, governments are reflections of the hearts of the people. The church is responsible to bring righteousness into the earth. If the church fails, the government fails.
In worse case scenarios, the people go into captivity. This happened in 1913-1914, when the Federal Reserve Act was passed. This brought us into the captivity to Mystery Babylon, which was, in the big picture, the final phase of the captivity to the beast systems of Daniel 7. This also brought us into the “Laodicean” Church age, which is the Church of the Captivity.
The Law of Impartiality
God had sent His Spirit earlier in the great Pentecostal revival in order to cause the church to repent. But being ignorant of the law, they did not know how they had fallen into sin. Hence, they did not know how to repent. They had forgotten that usury was a sin, so God put us under a banking system that was in direct violation of the economic laws of God.
For a long time, the church had supported government policy of breaking nearly every treaty they had ever made with Native Americans, something which God abhorred. The church should have understood New Covenant principles of equal justice for all. This was a lesson that Peter had to learn when he inadvertently brought Pentecost to the Roman soldiers in Caesarea. Acts 10:34, 35 says,
34 Opening his mouth, Peter said: “I most certainly understand now that God is not one to show partiality, 35 but in every nation the man who fears Him and does what is right is welcome to Him.”
Peter had been raised in a religious culture that did not believe in equality. He did not understand the law of equal weights and measures. For this reason, he thought that Pentecost was a promise given only to Jews. But Deuteronomy 16:10, 11 specifically commands foreigners to keep Pentecost (i.e., “the Feast of Weeks”). They are also commanded to keep the feast of Tabernacles, or “Booths” (Deuteronomy 16:13, 14). The feasts were given to all people.
This was because the law was given for everyone in the Kingdom, regardless of his or her genealogy. Numbers 15:16 says,
16 there is to be one law and one ordinance for you and for the alien who sojourns with you.
Peter had some trouble with this law, and many years later Paul found it necessary to rebuke him and Barnabas for their hypocrisy (Galatians 2:11, 12, 13).
These lessons should have been taught in the church from the beginning. While there were many in early America who certainly did understand this and who respected the native people (especially in Pennsylvania), the majority were ignorant of the law of equal weights and measures. Hence, they made little outcry when the treaties were broken regularly.
When King Saul violated Joshua’s treaty with the Gibeonites, the result was a three-year famine in the land, which occurred toward the end of David’s life (2 Samuel 21:1).
Take note that this famine occurred at least forty years after Saul had persecuted the Gibeonites. Men may forget their sin, but eventually, if they do not repent, it catches up with them. Yet in God’s mercy, He did not bring famine immediately to give them time to repent. Also, by bringing famine in the time of David, the problem was sure to be resolved, because David was a godly king.
This biblical precedent was not respected by the American government. This sin brought upon us a famine of hearing the word of God. Amos 8:5 condemns Israel for cheating with dishonest scales—that is, for violating the law of equal weights and measures. A few verses later, God issues His divine judgment, telling them in Amos 8:11, 12,
11 “Behold, days are coming,” declares the Lord God, “when I will send a famine on the land, not a famine for bread or a thirst for water, but rather for hearing the words of the Lord. 12 People will stagger from sea to sea [from the Atlantic to the Pacific Ocean] and from the north even to the east; they will go to and fro to seek the word of the Lord, but they will not find it.”
The Pentecostal movement was a tremendous outpouring of the Holy Spirit, but yet it failed to bring repentance for violating the law of equal weights and measures, or even their violation of the laws against usury. Neither did the Pentecostal movement change government policy.
In 1988-1992 this same failure was manifested in Jimmy Swaggart, a prominent Pentecostal. He was only one of many, but being a prophet to the nation, his failure to understand the law brought trouble to the entire nation. The Somali War proved to be a disaster, and so the U.S. government turned over the operation to the United Nations (UNSOM II) on May 3, 1993.
Authority in the Earth
Israel was called out of Egypt and given authority to bring righteousness to the earth. They were supposed to be the light to the nations, the city on a hill, that would draw all men to Christ.
They all were able to keep the Passover, which gave them some level of authority to deal with sin, not only personal sin, but also the sin of the world generally. However, when they arrived at Mount Sinai for Pentecost, they failed to hear God’s voice (Exodus 20:19).
This refusal had serious consequences, because they rejected the sword of the Lord, which is His word. They were left with mere physical swords by which to conquer Canaan. It is tragic that they did not conquer the Canaanites with the sword that is so sharp that it can divide soul and spirit (Hebrews 4:12) and bring salvation, rather than destruction.
The Israel church failed to bring righteousness to the earth. Instead, the world taught them the principles of false gods and false views about the nature of God.
In Acts 2, a new church was commissioned to bring righteousness to the earth—this time with a Pentecostal anointing. Although this anointing was greater than what Israel possessed through the feast of Passover, it proved to be insufficient to bring righteousness to the earth. The Pentecostal Age, following the pattern of King Saul’s forty-year reign, was responsible for a period of forty Jubilees (from 33 to 1993 A.D.).
At the end of the Pentecostal Age, Jimmy Swaggart was called to reflect the heart of the church of Pentecost. It was not merely a failure of Jimmy Swaggart, but a failure of the church as a whole in the Pentecostal Age. Its failure was rooted in its refusal to be obedient to God’s laws. Like the Israel church, the Pentecost church failed to bring righteousness to the earth.
On Pentecost, May 30, 1993, the church reached its apex, the fortieth Jubilee cycle since the Spirit was poured out in Acts 2. On that day the “Saul” church died, and we began to transition into the rule of the third and final church—the Tabernacles church—which correlates with King David, the overcomer. (David was crowned in a Jubilee year, the 59th Jubilee from Adam.)
The transition from Saul to David was 7½ years. This incremental power transfer was reflected from May 30, 1993 to November 30, 2000, as we will see. Representing the overcomers, we were led to engage in a series of spiritual wars and divine court appeals. Having won our final case on November 30, 2000, the overcomers have started the process of overcoming the world in order to bring righteousness to the earth.
The Passover church was given 1,480 years in which to accomplish this goal, and it failed. The Pentecost church was given 40 Jubilees (1,960 years) to accomplish the same goal, but it too failed. It is yet unknown how much time the Tabernacles church has been allotted. I suspect that it has been given forty years, which is the length of time that David reigned. If so, this would bring us to the year 2033.
On a broader time cycle, after the 120th Jubilee in October of 1986, the next Jubilee falls in the year 2035. Perhaps this too might mark the time for the overcomers to bring righteousness to the earth. Of course, they will surely fail unless the Holy Spirit is poured out on a world-wide scale, but I believe God will do this. Any prospective overcomer should prepare for God to move in this way. We must now prepare our hearts to bear the presence of Christ to the rest of the world.
I received revelation of these three churches at the feast of Tabernacles in 1995 just a few days before the angel Peniel showed up at the meetings in North Carolina. Since Peniel is the angel of Tabernacles, this was an appropriate revelation at the time. I believe this angel is leading us and is preparing the way for the Holy Spirit to be poured out upon all flesh.
Meanwhile, however, my delayed calling began to come to an end in October 1989 when I repented and resigned from the Net of Prayer. Then on May 28, 1991 we established the new Net of Prayer. On May 30, 1993, “Saul” died, and this ministry was activated. From November 21-29, 1993 I led the first prayer campaign of the new Net of prayer, known as the Jubilee Prayer Campaign.
All of these dates can be seen to mark the end of my delayed calling and coincided with the start of a new phase in the history of the Kingdom.
