Chapter 11: 1994: His Fullness Prayer Campaign

By the time we had completed the Jubilee prayer campaign on Nov. 29, 1993, I knew that we were being called to do a second prayer campaign two months later from January 27-30, 1994. How I came to understand this is as follows:

In September of 1993 I sent out a “Call to Arms” notice to the mailing list, so that anyone who felt led to participate in the Jubilee prayer campaign could sign up for it. I was also led to ask each one who responded to the call to arms to send a half-shekel silver coin, according to the law found in Exodus 30:12-15,

{Exodus 30:12} 12 When you take a census of the sons of Israel to number them, then each one of them shall give a ransom for himself to the LORD, when you number them, that there may be no plague among them when you number them. {Exodus 30:13} 13 This is what everyone who is numbered shall give: half a shekel according to the shekel of the sanctuary the shekel is twenty gerahs, half a shekel as a contribution to the LORD. {Exodus 30:14} 14 Everyone who is numbered, from twenty years old and over, shall give the contribution to the LORD. {Exodus 30:15} 15 The rich shall not pay more, and the poor shall not pay less than the half shekel, when you give the contribution to the LORD to make atonement [“covering, protection”] for yourselves.

Our call to arms began with a numbering of all volunteers who were of “military age” (spiritually speaking). Most people do not have any half-shekels lying around the house, but God provided a source that had minted some pure silver coins for this purpose. They were precisely a half-shekel in weight, and the inscription on it was a cross and lamb—symbols of Christ.

These coins cost me $3.95 apiece (plus postage). I asked each prayer warrior to send me $4.00 to cover most of my cost. After the prayer campaign was concluded, a few other people wanted to purchase some coins for themselves, but I found that my source either moved or went out of business, and I was no longer able to locate them. So please do not write to me and request these coins, nor is there any further need to send $4.00 to be numbered among the prayer warriors.

In Moses' day, the people were numbered twice, once at the beginning of their wilderness sojourn, and again at the end of the 40 years. The people were not numbered again until the days of King David. The warriors who lived during the centuries between those numberings did not need to give the half-shekel of silver unless the people were being re-numbered in an official census.

The numbering that we did in 1993 was like an original census. We have not been led to number the people since that time, and so the “covering” of the Lord is applicable to everyone who has joined us in spiritual warfare since that time.

In 1993 the Lord impressed upon me to watch carefully to see the precise count of prayer warriors who would sign up for the prayer campaign. I knew it would be a significant number, perhaps 144 or 153, or at the most 300, which was the number of Gideon’s army. I was astounded that we surpassed all expectations. On Nov. 29, 1993—the last day of the prayer campaign, which was the final cut-off date—we received our 414th response.

The same day the Washington lottery drew the number 490 in its daily game. In biblical times “lots” were used for both good and bad purposes. Lots have always been used for gambling, but in the Bible lots were cast also to determine the will of God many, many times. (For example: Num. 26:55; Luke 1:9; Acts 1:26.) Proverbs 16:33 says,

{Proverbs 16:33} 33 The lot is cast into the lap; but the whole disposing [judgment] thereof is of the Lord.

I am of the opinion that modern-day lots, or lotteries, may often be signs that reveal the will of God in matters where we may not know for sure—so long as we do not go overboard on this. Even the Urim and Thummim (Ex. 28:30) was a form of lot, or lottery, to determine God’s will. Yet this should not be taken as an endorsement of either gambling or state-run lotteries.

Each number has both a positive and a negative side to it. 490 means Blessed Time, but it also indicates coming into account-ability. The number 414 means Cursed Time, but on a time line it also indicates the END of a Cursed Time cycle, where there is a potential (by repentance) of cleansing to enter into Blessed Time. (The meaning of these numbers is fully discussed in my book, Secrets of Time.)

My understanding of the 414 and 490 on Nov. 29, 1993 is that Babylon had come to its day of judgment and was being brought into accountability in the Divine Court. I was immediately impressed that a second prayer campaign must be held on Jan. 27-30, 1994 called “His Fullness,” in which the prayer warriors would probably be brought up in strength from 414 to 490. Yet I felt led to impose no specific time limit for those who would “sign up.” The latecomers could simply pray retroactively and participate in the prayer campaign.

On Jan. 30, the last day of His Fullness prayer campaign, the Washington lottery drew number 094, a reverse pattern of 490. There was a reshuffling on prayer warriors, because some dropped out, and others took their place. The count bounced around from 489 to 491 for about a month, finally stopping at 490 on March 22.

The prayer campaign itself focused upon asking God for the outpouring of the Spirit in its fullness—that is, the fulfillment of the Feast of Tabernacles. This completed the positive focus; whereas the prayer campaign two months earlier had focused upon the overthrow of Babylon.
